  18. <p>     The promise of democracy was deferred again in Haiti two
  19. weeks ago as the Electoral Council announced that elections
  20. scheduled for Nov. 4 would be postponed until perhaps December
  21. because of a lack of funds. The news threatened to unravel the
  22. caretaker administration of President Ertha Pascal Trouillot,
  23. whose six-month-old transition government has already been
  24. tarnished by charges of corruption and incompetence. "She
  25. cannot make good on her pledge to hold genuine elections, so
  26. her administration has lost its reason to exist," observed
  27. Gerard Pierre-Charles, a left-wing political analyst. "We are
  28. sliding inexorably toward the temptation of a military coup."
  29. </p>
  30. <p>     A former Supreme Court judge who was appointed last March
  31. by the Unity Assembly, Trouillot was expected to lead Haiti to
  32. free elections. But some of her erstwhile supporters are having
  33. doubts. Seven political parties in the Assembly have called for
  34. her resignation and threatened to boycott the vote if she is
  35. still President.
